Malibu has filed a motion to dismiss all claims in a federal lawsuit challenging a local measure that put limits on chain stores in the seaside city, according to court papers obtained today.

The California Department of Transportation (Caltrans) has opened nearly six miles of the nine mile closure on Pacific Coast Highway between Las Posas Road and Yerba Buena Road after clearing debris.
