Former Agoura Hills Mayor To Run for Kuehls Seat
Mirror Staff
As State Assembly member Sheila Kuehl (D - 41st District, which includes Santa Monica) prepares to run for the State Senate in the March, 2000 primary, former Agoura Hills mayor, Fran Pavley, has announced that she will run for Kuehls seat.
Pavley became Agoura Hills first mayor when it was incorporated as a city in 1982 and went on to win re-election three times.
With a Masters degree in Environmental Planning, Pavley authored Agoura Hills transportation needs study out of which came a Dial-A-Ride program, summer Beach Bus and regional park and ride lots.
As mayor, she helped to create five new city parks and enact the protective hillside, grading and oak tree ordinances which enabled the city to develop a ring of open space around its perimeter.
While she was mayor, she was elected President of the L.A. Division of the League of California Cities, representing 88 cities.
In 1995, she was appointed to the California Coastal Commission by State Senator Bill Lockyer. In 1997, she was honored by the Sierra Club, the National Resources Defense Council and the League for Coastal Protection for the best conservation record on the Commission.
The same year, she was given the Distinguished Leadership Award by the American Planning Association for her concept of a pedestrian friendly entertainment and retail corridor on the border between Agoura Hills and the Santa Monica Mountains Recreation Area.
She currently represents Agoura Hills and Westlake Village on the Santa Monica Mountains Advisory Committee and was appointed by County Supervisor Zev Yaroslavsky to the board of the Santa Monica Mountains Resource Conservation District.
Pavley has been twice offered by the Las Virgenes Homeowners Federation as Citizen of the Year.
Pavley and her husband, Andy, both public school teachers have lived in Agoura Hills for 25 years. They have two children -- Jennifer, 23, and David, 20.
Pavley said, My background and experience have prepared me well to be a part of the discussions that need to take place as to how California can preserve and enhance our quality of life for our children and for their children...I look forward to supporting the funding for education and transportation infrastructure, for improving the air and water quality of our region and in particular taking care of the health of Santa Monica Bay...I will continue the work I am proud to have done on the California Coastal Commission to oppose new off-shore oil drilling along our beautiful California coast.
